[WIP] Update ssz uint serialization/deserialization #16

This PR updates the way uints are encoded/serialized and decoded/deserialized.

Encode

  • Ints are now serialized using the bytes package (again). No longer has length prepended to the serialized bytes.
  • Updated tests in impl_encode.rs to reflect new structure.
  • Updated LENGTH_BYTES to be 4 bytes as given in the reference implementation.

Decode

  • Rewrite decode_ssz to take bytes and index as parameters.
  • Add decode_ssz_list to decode/deserialize a Vector (list) of objects.
  • Update/Add tests to suite new functions and new LENGTH_BYTES values.

Notes:

  • When looking at the encoding of a list in the reference implementation - the "length" is the number of bytes after the list has been serialized, it is not the number of items in the list.

  • This is still a WIP because I would like to refactor the append_vec function so that it correctly serializes the number of bytes instead of the number of items in the list. However, would be good to discuss which would be best.

I just roughly implemented list serialization -- it should get us by for now but it's worth double checking :)

I'm going to merge what we have now into master, but I'll leave the PR here cause it seems to have some notes.

I'm building quite heavily upon this on other branches and it would be best to have this on master already.
